Entrepreneurship education has entrenched itself as a solid part of the evolving core curricula and as a stronger component of school-specific curricula. In 2016 the new curricula for both basic education and academic college has a stronger focus on entrepreneurship education.

The Finnish Guidelines for entrepreneurship education have the objective to spread the entrepreneurial spirit among Finns and integrate it more robustly into local schools.

Guidelines for Entrepreneurship Education in Finland

The Ministry of Education and Culture in Finland published its ‘Guidelines for Entrepreneurship Education’ in 2009, with the aim to enhance an entrepreneurial spirit among Finns and make entrepreneurship a more attractive career choice.

The guidelines underlines that entrepreneurship education needs networking amongst different forms of education, business and industry, organisations, administrative and political decision-makers and pupils/students’ families. These networks help to develop the objectives and content of education, learning environments and an action culture, which enhance learner’s entrepreneurial skills and life management. In this way, learners develop their knowledge, skills, attitudes and mode of operation, by starting to act in an entrepreneurial manner in their own lives. All this facilitates learner’s future operation in the labour market, either as an entrepreneur or as an employee.

The guidelines were prepared in broad-based cooperation with different operators in the entrepreneurial community. The updating process for guidelines will start at the begin of 2016.

To develop the 2016 edition of the guidelines the Minister of Education will set up an expert group that is operated by the Ministry itself. This group will consist of national decision makers around entrepreneurship education.

To implement the guidelines for entrepreneurship education and achieve the goals of the strategy the following activities took place:

  • Networking between different parties involved in entrepreneurship education has intensified at the international, national, regional and local level.
  • Measures to develop entrepreneurship education primarily originate in the regional and local level.
  • The regional resource centres have established their position and cover the whole country.

The objective was to entrench entrepreneurship education as a solid part of the evolving core curricula and as a stronger component of school-specific curricula and integrate it robustly into local school and business strategies and development plans. The implementation of the guidelines was positively evaluated at the beginning of 2015. On this basis, the Ministry of Education is starting to update the guidelines for 2020.
